Ability for more roles to bulk upload

Our Payroll Admin and IT Manager roles (as well as Admins) often have a need to bulk update fields that they are reponsible for in our system, but have to wait for a HR Manager to export the template for them, and then update the data in the template, and provide it back to the HR Manager for upload, which is not the most scalable experience, espeically when the HR manager is not responsible for those fields, but then shows in the audit log as having updated them.

It would be great if the bulk upload feature could be expanded and made available for other roles within the system, and not just HR Managers, but restricted to fields and tables those roles have edit access to.

This request applies to both field and table bulk uploads.
